The Local Government Unit of Midsayap recognizes the vitality of youth involvement in the decision-making process on the various issues affecting them and towards this end, the local government shall ensure adequate and meaningful participation be afforded to them in both executive and legislative functions.

Through the approval of the Ordinance No. 481 otherwise known as the Midsayap Youth Development Code, various development approaches for the municipality’s youth constituents were formulated.

The said Code institutionalizes the Midsayap Youth Development Council (MYDC) that will be composed of representatives of youth and youth-serving organizations in the municipal level. The MYDC shall assist in the planning and execution of projects and programs of its member organizations, the SK, and the Pederasyon ng mga SK in the municipal level.

Mark Ferven Avance, SK Municipal Federation President and author of Ordinance No. 481, said that the youth development code was one of his priority legislative agenda in order to concretize the plans and programs for the youth sector.

Under this Code, there shall be a Midsayap Youth Development Plan. It is a comprehensive plan for the youth formulated by the MYDC in consultation with the SK, youth groups, other government agencies, private sectors, and non-government organizations”, said Avance.

Moreover, Ordinance No. 481 also mandates the conduct of local study on the “Progressive Monitoring and Situation of Youth in Midsayap,” which will identify priority needs, prevailing attitudes and values of youth, existing services and gaps in the delivery of services of basic youth needs and which shall be done every five (5) Years thereafter.

Also through this Code, the Midsayap Youth Advisory Council (MYAC) will be created to supervise and monitor the operation of the MYDC and the creation of the Midsayap Youth Development Office (MYDO) and the various positions for personnel who will be in-charge for the operation of the said office.

The Code provides that all youth policies shall be anchored to the nine (9) centers of participation, to wit; education, environment, health, peace building and security, governance, active citizenship, global mobility, and social inclusion and equity, and economic empowerment.
