In this time of the new normal, Midsayap Vice Mayor Manuel M. Rabara, the members of the Sangguniang Bayan led the conduct of the Sangguniang Bayan Session sa Barangay.

Matagal na sana natin itong ginawa pero dahil sa nga sa mga pangyayaring hindi maiwasan, nagkaroon tayo ng pandemya last year kaya pansamantala muna nating itinigil yung ating session sa mga barangays. But this time, sabi nga nila under new normal, everything is normal. Pwede tayong gumawa but of course with some limitations, with some observation of the IATF guidelines kaya limitado yung ating attendance. But at any rate, we have to push through. Patuloy, padayon nato ang session sa barangay,” said Vice Mayor Rabara.

The SB Session sa Barangay serves as an opulent venue where the concerns and issues of the wider constituency can be brought to the concerned agencies and offices under the local government unit and shall be led to appropriate legislative actions that can be made in a speedy manner doing away with the more complicated bureaucratic structures.

Ano po ang layunin natin bakit tayo nagkakaroon ng session sa barangay upang magkaroon tayo muna ng consultations from the different barangays. Ano ba ang gustong mangyari ng ating kabarangayan. It is the moral obligation of the Sangguniang Bayan to sometimes visit the different barangays in our area of jurisdiction para mapakinggan ang kanilang mga hinaing, ang kanilang mga concerns at agaran nating magawan ng agarang action through resolutions or ordinance ba o anumang legislative action,” added Vice Mayor Rabara. 

In April 27, Barangay Kiwanan hosted the first leg of the SB Session sa Barangay (92nd Regular Session) and was participated by barangays under District 8 of this Municipality, to wit; Poblacion 8, Bitoka, Kiwanan, Sadaan, and Sta. Cruz.

Hon. Vicente V. Doletin, District 8 Councilor-In-Charge, expressed his gratitude for the active participation of the barangay leaders to the said activity.

Furthermore, the second edition of SB Session sa Barangay (94th Regular Session) was hosted by Barangay Ilbocean held on May 11 with barangays Poblacion 6, Anonang, Ilbocean, Malamote, Villarica, Kadigasan, and Olandang.

Hon. Edgar B. Ostique, Jr., District 6 Councilor Councilor-In-Charge, also expressed his gratitude to all stakeholders who participated in the SB Session sa Barangay held at Ilbocean.

As a result of the consulation-dialogue with the barangay leaders and stakeholders, SB Midsayap passed several resolutions concerning the electrical services of the Cotabato Electric Cooperative (COTELCO)- PPALMA, Inc. and possible inclusion of road development projects, construction of multi-purpose buildings, and installation of water systems, among others, of the local government unit.

As provided in its Manual of Operations (SB Resolution No. 2017-059), the SB Session sa Barangay is seen to be an activity and a mechanism to bridge the gap between public participation and the policy making process by providing a link between people’s interests and the importance of those interests in the legislative mandate of the Sanggunian.

The next SB Session sa Barangay is scheduled on May 25 to be held at Barangay Lagumbingan with the Hon. Chelin Monica J. Arańa, District 4 Councilor-In-Charge, taking the lead.
