The Vice Mayors League of the Philippines (VMLP) – North Cotabato Chapter in partnership with the Philippine League of Secretaries to the Sanggunian (PLEASES), Inc. – North Cotabato Chapter spearheaded a capacity enhancement on the role of the Sanggunia on various current issues faced by the people.

The said capacity enhancement seminar was held in Aleosan town wherein members of the Sanggunian and employees of the Sangguniang Bayan from various municipalities in the Province of Cotabato attend the said activity. 

Health Protocol and Legislative Measures to Combat COVID-19

During the seminar, Dr. Philbert Malaluan, Incident Commander of the COVID-19 Incident Command System of Cotabato Province, shared various initiatives made by the Provincial Government of Cotabato to fight the spread of coronavirus disease. 

Dr. Malaluan, who also serves as a member of the Sangguniang Panlalawigan of Cotabato, encouraged the various Sanggunians to be creative in legislating measures that would improve the fight against COVID-19. 

Specifically, Dr. Malaluan cited that it is significant to pass ordinances that would institutionalize contact tracing and the management of hazardous waste in this time of pandemic. He added that the sangguniang Panlalawiagn would be willing to conduct 

On African Swine Fever 

Another issue in this time of pandemic is the threat of African Swine Fever (ASF) to the hograising industry.

According to Mary Catherine M. Delima, Veterinarian IV of the Office of the Provincial Veterinarian, ASF was already reported in the towns of Magpet, Makilala, and Arakan and in the City of Kidapawan. She added that depopulation of infected swine was already made by the authorities. 

Dr. Delima also encouraged the Sanggunians to strengthen efforts to fight the spread of ASF by formulating an ordinance to provide prevention and control measures against ASF and other related animal diseases on local livestock industry in their respective municipalities. 

Local Tourism as Key to Economic Recovery

Tourism industry was hardly hit by the COVID-19 pandemic. 

Christopher Trance, President of the Cotabato Province Tourism Officers Association and Secretary to the Sangguniang Bayan of Aleosan, shared the role of tourism towards economic recovery.

Trance added that local tourism serves as the backbone of tourism development towards the recovery of the local economy. He also said that as the national government eases public health protocols and quarantine measures, the appetite for travel is very high.

He recommended that operations manual for tourism related establishments under the new normal should be adopted by the respective sanggunians.

With the support of Vice Mayor Manuel Rabara and Secretary to the Sanggunian Mila Bayog, employees of the SB Secretariat services were sent to the abovementioned capacity enhancement seminar, to wit;

Danilo Gascal, President of PLEASES North Cotabato Chapter, said that the enhancement activity will continue every month following minimum health protocols and shall be conducted in various towns within the province.
