The Municipal Tricycle Franchising and Regulatory Board (MTFRB) headed by Vice Mayor Manuel Rabara, MTFRB Chairman, conducted a training-workshop for the amendment of the Implementing Rules and Regulations (IRR) of Ordinance No. 261 or the Municipal Tricycles-for-Hire (MTH) Franchising and Regulatory Code of Midsayap held on August 27, 2020 at the Social Hall, Legislative Building of this Municipality.
The said workshop facilitated by SB Secretary Mila Bayog, Head of the MTFRB Secretariat, was attended by the members of the MTFRB and staff of the MTFRB Office.
During the said training-workshop, it was discussed that eighty percent (80%) from all payments of fines and penalties remitted to the Office of the Municipal Treasurer shall accrue to the Trust Fund of the local government thereby amending Rule VIII Section 32 (b) of the IRR of the MTH Code.
Moreover, Rule V Section 21 (Load Limit) of the IRR shall also be amended to abide by the health protocols set by the authorities during times of pandemic.
Procedures for Apprehension as stated in Rule IX Section 36 (a) shall also be amended particularly on the identification of an impounding area for the tricycle units of apprehended violators.
According to Ms. Bayog, Executive Order No. 15, Series of 2017 or the order directing the immediate implementation of the IRR of MTH Code shall also be amended particularly on the names of the composition of the Board.
In his message, Vice Mayor Rabara emphasized that it is high time to amend the IRR of the MTH Code to address current issues and concerns raised by tricycle operators and drivers.
Presidents of Tricycle Operators and Drivers Associations (TODA) in Midsayap also asked the law enforcers particularly the traffic aide officers to look into ‘kolorum’ tricycles plying within the poblacion area.
They also wanted to seek the support of the MTFRB in the proper implementation of the Petition for Dropping and Substitution of Unit as stated in Rule VII Section 26 of the IRR of the MTH Code.
Amendments to the IRR of the MTH Code shall be presented again to the MTFRB on the second week of September 2020 for its finality and approval.
