On its 47th Regular Session held last June 9, 2020, the Sangguniang Bayan enacted Ordinance No. 443 approving the appropriation of P23,503,053.00 for the General Fund Proper as embodied in the Supplemental Budget No. 02, CY 2020, of the Municipality of Midsayap.

The source of fund for the said supplemental budget is the Beginning Balance for CY 2020 of the General Fund Proper amounting to P23,550,000.00

Part of the said appropriation ordinance includes the grant of the COVID-19 Hazard Pay for government employees and workers who physically reported for work during the period of an Enhanced Community Quarantine (ECQ). 

According to the Budget Circular 2020-1 of the Department of Budget and Management (DBM) dated March 24, 2020, personnel who are occupying regular, contractual or casual positions, or are workers engaged through Contract of Service (COS) Job Order (JO), or other similar schemes may receive the COVID-19 Hazard Pay. 

The grant of the COVID-19 Hazard Pay to employees/workers in LGUs, including those in the barangays, who physically report for work during the quarantine period, and have adopted similar work arrangements as provided in Section 2 (b) of AO No. 26, shall be determined by their respective Sanggunian depending on the LGU’s financial capability, at rates not exceeding P500/day per person, subject to:  

(i) the PS limitation in LGU budgets under Republic Act No. 7160 in the case of regular personnel, and available MOOE allotment in the case of COS/JO workers, and 

(ii) the conditions set in the Guidelines and Conditions on the Grant of the COVID-19 Hazard Pay, chargeable against the FY 2020 local government funds. 

Moreover, the Special Risk Allowance (SRA) of the personnel from the Office of the Municipal Health Officer was also approved based on the Guidelines and Conditions on the Grant of the COVID-19 SRA to Frontline Public Health Workers during the Period of Enhanced Community Quarantine Relative to the COVID-19 Outbreak pursuant to DBM Budget Circular No. 2020-2 dated April 7, 2020. 

The abovementioned guidelines also state that the one-time COVID-19 SRA, equivalent to a maximum of 25% of monthly basic salary/pay, will be granted to qualified Public Health Workers.

Public Health Workers are those personnel assigned in hospitals and healthcare facilities and who are directly catering to or in contact woth COVID-19 patients, persons under investigation, or persons under monitoring

Included also in the Supplemental Budget No. 02 are the Repair & Maintenance of Parks, Plaza & Monument and the Repair & Maint.- Roads, Highways & Bridges all under the Maintenance and Other Operating Expenses.

The following items stated hereunder were also part of the appropriation ordinance under Grants and Donations of the Office of the Mayor;

The request of the Municipal Environment and Natural Resources Office (MENRO) for Other Structure Outlay and Other Machinery & Equipment Outlay and the Office Equipment Maintenance for the Office of the Sangguniang Bayan (Secretariat) were also approved through the said ordinance.
