SB Midsayap continues its efforts to fight the effects of the coronavirus disease pandemic. 

During its 42nd Regular held on May 5, 2020, the local sanggunian passed Ordinance No. 441 or the ‘Preventive Measures Against COVID-19 Disease of Midsayap, Cotabato’ authored by Hon. Vivencio V. Deomampo, Jr. 

Ordinance No. 441 of SB Midsayap is an adoption of the applicable provisions of Provincial Ordinance No. 647 or the ‘Preventive Measures Against COVID-19 Disease of Cotabato Province’ to conform to Republic Act 7160 or the Local Government Code of 1991.   

Here are some of the provisions of Ordinance No. 441 or the ‘Preventive Measures Against COVID-19 Disease of Midsayap, Cotabato’. 

Mandatory Use of Face Masks

Every person is required to wear facemask at all times, especially when going outside of their residence, at the workplace, when entering government facilities and while in public places until the threat of COVID-19 Disease shall be eliminated.

A face mask is a protective mask use to cover the nose, mouth, and chin with specifications and proper use as a recommended by the Department of Health (e.g. surgical mask, medical N95 mask or reusable and washable cloth face masks.

To effectively promote and encourage compliance of mandatory wearing of face mask, all private commercial establishments operating in the Municipality of Midsayap shall conspicuously display at the entrance of the establishment copy of this ordinance, and shall strictly prohibit entry of one person who is not wearing a face mask in the establishment.

Stringent Social and Physical Distancing

All persons are mandated to exercise stringent social and physical distancing of not less than 1 meter to 3 meters from other persons during the implementation of quarantine while the threat of COVID-19 still persist. 

Prohibition of Non- Essential Gathering of People

All activities that require gathering of people such as cultural, sports, religious, assemblies, conventions and other related activities are prohibited during the period of community quarantine.

No Handshaking Policy

To avoid skin to skin contact and to consistently observe physical distancing and avoid transmission of the virus, No Handshaking Policy must be observed at all times. 

Liquor Ban

To effectively implement the community quarantine and discourage people from going outside their homes, selling of alcoholic drinks and drinking in public areas are prohibited.

Observance of Curfew Hours

All persons within the territorial jurisdiction of the Municipality of Midsayap must observe the imposed Curfew Hours from 9:00 PM to 5:00 AM. 


Any person who fails to wear a facemask or does not exercise stringent social and physical distancing or violates any of the provision herein shall be meted out with the following penalties:

First OffenseP1,000.00
Second OffenseP2,000.00
Third OffenseP2,500.00 and shall be strictly prohibited from leaving his or her residence during the remaining period of the community quarantine or any extension thereof, except for an emergency medical situation or when imminent danger

The Municipality of Midsayap through the Office of the Mayor shall obtain the necessary funds to implement Ordinance No. 441 from its available resources.

Copies of the said ordinance were provided to all barangays of the Municipality of Midsayap for information dissemination campaign and its proper implementation. The Sanggunian also provided a copy of the ordinance to the Emergency Operations Center (EOC) as well as media outlets in Midsayap for their reference and appropriate action. 

Mayor Romeo D. Arańa signed and approved the ordinance on May 14, 2020. 

The Local Inter Agency Task Force on COVID-19 is hereby mandated to enforce the said ordinance.
