On its 40th Regular Session, the Sangguniang Bayan enacted Ordinance No. 439 approving the appropriation of P44,393,283.00 for the General Fund Proper as embodied in the Supplemental Budget No. 01, CY 2020, of the Municipality of Midsayap.
The source of fund for the said supplemental budget is the Beginning Balance for CY 2020 of the General Fund Proper amounting to P13,600,000.00 and the Bayanihan Grant Assistance to be utilized by the LGU in fighting CoViD-19 in the amount of P30,843,534,00.
Part of the said appropriation ordinance includes the increase in the salaries and wages of the employees of the Local Government Unit of Midsayap as mandated by Republic Act 11466 or the Salary Standardization Law of 2019. This shall cover government personnel whether regular, contractual or casual, appointive or elective; and on full-time or part-time basis.
Salaries and wages of garbage collectors, support to Barangay Health Workers (BHWs) and Day Care Workers (DCW), and the Aid to Bids and Awards Committee (BAC) were also part of the said supplemental budget.
Ordinance No. 439 also includes the provision of awards and rewards for employees as provided in the Programs on Awards and Incentives for Service Excellence (PRAISE) of LGU Midsayap.
Government share to life and retirement insurance, Pag-IBIG, PhilHealth and ECC contributions for employees of the LGU were also part of the approved supplemental budget.
Bayanihan Grant to Midsayap for CoViD-19 PPAs and Expenses
Section 4 of Republic Act 11469 or the Bayanihan to Heal as One Act granted the President the power to adopt various temporary emergency measures to respond to crisis brought about by the Coronavirus Disease 2019 (CoViD-19) pandemic.
Under Section 4 (g) of the Bayanihan to Heal as One Act, the President is empowered to ensure that all local government units (LGUs) are acting within the letter and spirit of all rules regulations and directives issued by the National Government pursuant to the said law, and are implementing standards of Community Quarantine consistent with the National Government has laid down for the subject area, while allowing the LGUs to continue exercising the parameters it has set, and are fully cooperating towards a unified, cohesive and orderly implementation of the national policy to address CoViD-19.
The Bayanihan Grant to Midsayap shall be utilized for CoViD-19 programs, projects, and activities (PPAs) as stated in the Local Budget Circular No. 125 of the Department of Budget and Management (DBM). Utilization of the Bayanihan Grant to Midsayap shall be for training & seminar expenses, food supplies expenses, drugs & medicines expenses, gasoline, oil & lubricants expenses, and other supplies expenses.
