In respond to the Resolution No. 96 Series of 2019 of the Regional Development Council (RDC) XII enjoining the Municipalities of Midsayap and Isulan, and their Respective Provinces to Organize their Individual Technical Working Groups (TWGs) to Study their Proposed Conversion into Component Cities and Submit their Results/Findings to Their Respective Congressional Representatives, the Sangguniang Bayan of Midsayap passed SB Resolution No. 2020-031 authored by Hon. Vivencio V. Deomampo, Jr. during the 33rd Regular Session held last March 3, 2020.

The legislation addressed to the Hon. Joselito S. Sacdalan, Representative of the First Congressional District of Cotabato, earnestly requested the official to refile at the House of Representatives House Bill No. 3539 entitled “An Act Converting the Municipality of Midsayap, Province of Cotabato into a Component City to be known as the “City of Midsayap”.

The resolution also states that the conversion into cities of qualified municipalities aims to enrich economic activities such as investment potentials, trade and commerce; and also develop institutional, economic, and social infrastructures, advance the delivery of basic services to the constituents and improve the general living conditions of communities and adjacent municipalities.

During the Fourteenth Congress, the former Cotabato 1st District Rep. Emmylou T. Mendoza introduced the said house bill.

The creation of a local government unit or its conversion from one level to another level shall be based on verifiable indicators of viability and projected capacity to provide services, to wit; 1) land area, 2) population, and 3) income.

In this connection, the created Technical Working Group chaired by Vice Mayor Manuel M. Rabara had an initial meeting last December 16, 2019 wherein salient points were discussed in relation to the requisites on the creation of a city.

Midsayap is classified as a first class municipality and one of the most economically-developed, rapidly urbanizing and competitive local government units (LGUs) in the Province of Cotabato and the whole of Region XII.

As the road to cityhood begins anew, the Municipality of Midsayap envisions itself as “a component city with God-loving, holistically capable and responsible people who live consciously in a clean, green, balanced, well-planed, attractive and safe environment with sustainable and diversified economy which is globally competitive under a firm, dynamic, transparent, accountable, consultative, and participative leadership”.
